e-Apostille and e-Register

Many states now offer e APP processing As of the date of this article, July 9, 2026, there are 17 USA states that are listed on the HCCH "e APP" as offering an e-Apostille (Arkansas, California*, Colorado, Connecticut, Delaware, Kentucky, Minnesota, Montana, Nevada, New York, North Carolina, Rhode Island, Tennessee, Texas, Utah, Washington. West Virginia.) Be sure to check with the appropriate Competent Authority, (i.e. Secretary of State, etc.) due to the fact that e APP may be approved in a state but is not yet in actual practice.  California is one such state at this point in time.
